Permian Basin oil, long work commutes, and Friday-night football bind Midland and Odessa together without making their courts interchangeable. Midland and Odessa use separate municipal courts and separate county systems, with different request instructions. In TxDOT’s 2024 city crash table, Midland recorded 2,704 crashes and Odessa 3,584, including 47 fatal crashes between them. Midland gives fourteen calendar days; Odessa's current 2026 standing orders control what the clerk can approve.
